AIDS Insurance Continuation Program

Description

The AIDS Insurance Continuation Program (AICP) assists low-income Floridians living with HIV/AIDS with private health insurance premium payments. The program is supported through the State of Florida Department of Health with Ryan White Program and State of Florida General Revenue funds. AICP is available to individuals who have been diagnosed as HIV-positive, are currently covered by private health insurance, and are eligible to receive HIV/AIDS Patient Care Program Services. The program provides insurance premium payments of up to $750/month to the insurance company for medical, dental, and vision coverage. AICP may also pay an enrolleeā€™s policy deductible, costs associated with converting to an individual policy, insurance policy upgrades to expand drug benefits, and co-payment reimbursement.

Goal / Mission

The goal of the AIDS Insurance Continuation Program is to provide low-income Floridians living with HIV/AIDS with continuous private health insurance coverage.

Results / Accomplishments

In 2008, AICP assisted 2,437 clients purchase more than $43 million in private health services through program spending of $9.6 million. For every $1.00 spent by AICP, $4.57 in private health care goods and services was received by the patient, reducing cost to the state. The program also helps clients avoid enrolling in Medicaid programs, at a savings of $1,294 per client per month (AICP $432/month vs. Medicaid $1,726/month). In addition to the cost savings to the state of Florida, 94.3% of enrollees report improved quality of health through participation in the program, and many are able to return to work and discontinue assistance.
